Sometimes the layer action icons (the lock/hide/mark for export) doesn't show up if the layer name is too long and the layer panel is less than this size. The correct behaviour is show on top of the name, but in some cases this doesn't occur.
I find that if you select that layer, go to the artboard and move (with the keyboard) the layer, then just hover layer name in Layer Panel, this bug happen. The workaround is just rename the layer or increase layer panel, but still annoying.

The problem with "sometimes" is that it's probably hard to reproduce the erratic behavior. I've tried it in current and older versions, on Windows and Mac, with and without spaces in the name, but any longer name is always truncated with an ellipsis (...) and the icon array always shows up correctly, when hovering over it, whether certain icons have or have not been activated.
Could you narrow the situation down a bit by stating which version and system you work on ?

I reproduce if I go to any artboard and move any layer with keyboard, go back to layer panel and try to see the action icons. This not occurs if you hover that menu on any item before and try to see if this happens on that menu again.
The "easy" way to reproduce is make some shorters and some long layers, decrease panel size to clip the layer name, click on artboard workspace, double click in some layer until you can move just that layer with keyboard, then try to hover any of layers/folders with long names. But like you said, is not always.
I didn't really tried on another files because i'm owkring in the same big one now, but I can I'll may tray it later. I may try to clear the file too keeping the names to send to you.

Thank you for reaching out and sorry to hear you are facing trouble seeing the action layer. We have checked at our end on windows10, if i have the long name of the component. It does show the action layer when i hover over it.

I was able to reproduce the problem. it seems that if you double click an element inside a group to edit it, and then hover to the layer panel, the ellipses will not show.
the workaround is, you have to click the group and then go to layer panel (expand the group) to be able to see the ellipses.
*considering that all Adobe CC 2020 apps are buggy and poor performance, I will say it here. Adobe, have you ever consider hiring a debugger, which I mean specialist debugger? user is not your debugger, and it's not fun.
I tested your and Adriano's situations and scenarios once again on Windows (version 126.96.36.199) but still can't reproduce it. The ellipses show up as expected and necessary for using the icons properly. So it must be something intermittent or exclusive to the configuration and/or installation. Could you supply some screenshots and more info on your system and version of XD ? This is definitely something very rare ! 😞
About the "buggy and poor performance": I do agree that the amount of bugs and flaws in this new application is relatively higher than usual. This might be due to a different approach in development, spurred by a strong request for quicker updates. Every benefit comes with a trade-off...

about my system, I use Windows 10 1903 with i7-7700hq CPU with 32GB Memory.
also Intel Graphics 630 integrated GPU and GTX-1050 4GB dedicated GPU with Optimus (though I'm not sure XD use that).
I suggest you check thoroughly with windows version of XD because there's definitely whole LOT of bugs in windows version rather than macOS (the last time I used the macOS version about a year ago, it was definitely the best experience I got with Adobe software).
About that approach you speak about, contrary to certain beliefs, I think professional users are more likely want a stable, good performance software as a priority rather than a bunch of features with instability one. And sadly, users do not care about what approach you use, or what's in the background since they just want the final product "works" for them.
I hope you can take a look at the working version and rework it from there.
