As the title says I can't create nor save a document in Cloud in Adobe XD.
As soon as I open a new fresh document on Adobe XD or I try to save an existing one (to the cloud) the following error pops in:
I clicked the "here" link which leads me to: https://helpx.adobe.com/xd/kb/issue-saving-xd-file-creative-cloud.html​ but following the steps don't solve the problem.
My Adobe Creative Cloud Application is up to date with the version 4.8.1.435 and Adobe Creative Cloud Sync with 4.2.1.51, and the same for Adobe XD.
I already tried uninstalling and reinstalling both Adobe Creative Cloud and Adobe XD. I really don't know what else I can try.

Sorry to hear that you're getting "Error 3623, Can't create document". Please check the solution mentioned on this thread (https://community.adobe.com/t5/adobe-xd/error-3635-cannot-create-new-document-in-xd/td-p/10699520). It's a different error, however, the steps should help you fix this problem.

Is this on a mac or windows laptop or desktop? What is the version of the OS?
