Can't Edit Certain Layers

I have the feeling this is something so simple but I honestly can't figure it out.

I'll be making something and then all of a sudden I can't edit certain layers. I included a video so you can see what I mean. Any help is appreciated.

You have 3 locked layers. Did you try to unlock all?
