CC Library in XD won't sync but will sync Photoshop and Illustrator

I am having a problem using a CC Library in XD but it works file in PS and Illustrator.

In XD I am getting the error message, File sync is turned off. To sync your libraries, please turn on Creative Cloud File Sync. The Enable button is Blue, the No Thanks button is gray. I click on Enable and nothing happens. Library is showing behind the message box spinning. I have to X out of CC Library in XD to move on.

I have checked my CC app and CC sync is turned on, I can sync in other programs as I mentioned. I have restarted all programs multiple times and signed out and back into the CC app. What is the fix for this? Thanks.

I'm on a mac so this may not be helpful but when I had a problem with CC Libraries and I quit all processes, and restarted Everything, the problem went away. I was using Activity Monitor but Task Manager should allow the same. Not sure if other Windows users are running into the same problem.

I have in the past been able to sync in XD but now cannot. I have logged out of the CC app and back in.

CC Manger version is 4.2.0.25. I have auto update on. All app show as current.

Thank you so much, that worked. I exited all programs and closed all tasks that were Adobe related which, by the way were several and some duplicated. Once I rebooted XD now syncs.
