Design issues with scaling on a Mac 15"

Hello!

Maybe you have some tipps for me. When I make a webdesign and play it on my 15" mac screen I always end up making the elements to big.

For example:

My screens are xd standard 1920x1080 and I did designed my navigation top bar with 80px height because when i played it it looked fine from the size (in the dummy, when I play it and I messaure it as 58px). I know it just scales it down, but do yu have any tipps for designing? I know I could set my screen in full hd it will appear in the right measurements, but i dont like that setting as everything so small then on my mac screen.

I know I could work with smaller drawing areas but that way if a client looks at it on a bigger screen it would be to small.

I mean as the design isn't responsive it always scales it down?
