Fixed in place "next" and "previous" buttons.

I have an infinite scroll page containing a timeline of events. I would like to have fixed in place buttons that when clicked, takes the user to the next and previous points on the timeline. I am a total noob and I have no idea of the terminology so if this has been asked elsewhere please point me in the direction of it.
