While previewing shared link (for "design review"), hover trigger only works when there is also a destination after tapping on that component. With only hover state added in the component, it doesn’t work in the web preview.
So if you only want to have the hover state, without any interaction upon clicking, it’s actually impossible to do. Example would be something changing color while your mouse is over it, but it’s not a button so you don’t want it to be clickable.
Yes, your right hover state does not work when you don't link to a destination. However, for this functionality create a New State instead of Hover State and then in the prototype tab add the trigger manually and it will start working. check the link -

Another workaround is to set a Home artboard in Prototype mode.
