How to change the language file myself?

As a Taiwanese I always use Traditoinal Chinese in our first language,but XD only have Simpled Chinese.

Is there have any way to change language file myself?

but XD doesn't have Traditoinal Chinese  so I decide to change Simpled Chinese file myself
