"You don't have access to manage apps."

I get the error "You don't have access to manage apps." in creative cloud desktop application when I try to install xd. ive also tried installing it from the install link on the Adobe website . both dont work.

 

I work at a school of 1000+ students, 200+ of which want to use this software but cant on the govt supplied PC's. surely Adobe can make a Serialized license of this software so this can be deployed along side the other Adobe software we use.

I've solved that problem. I did as shown in the video https://www.youtube.com/watch?v=0xJ36xe8JOY, but I changed both of them to true.
