I'm hoping someone can tell me how to add a "tap" interation that would dissolve to an overlay while a component state is in hover. I can only get the overlay to work on the default state. If I try to connect to an overlay while there is a hover interation, the link doesn't "overlay", it just transitions to other artboard.

Do you mean you'd like the hover to reveal something like a tooltip? If so, then select both the object and the tooltip when you make the component. Select the tooltip and for the default state, set the opacity for the tooltip to 0%. In the hover state, set its opacity to 100%.
