Sorry to hear you are having trouble installing Web Export plugin in XD. I would like to confirm if you are on the latest version of XD. If this is the only plugin which is taking time in installation or is it happening with every plugin?
Please try signining out of XD, Creative Cloud, and restart the machine, then sign back in.
