XD says to "Upgrade" but I have a subscription

I am having an issue with XD not letting me create more than one link, see image 1. I click upgrade and it takes me to a payment plan page, image 2. Then when I click on the buy now link it says I already have XD installed, image 3. Anyone else have this issue? Anyone know how to resolve the issue. I have an open case with Adobe by the way.

What version of Creative Cloud Manager are you running? Have you tried  to log out completely (not quit) and then sign back in?

Have you signed up for All Apps with this account in the past?
Even if it is currently canceled,

it seems that such a screen may appear because the history remains in Adobe.

If you wish to purchase a paid subscription from the XD starter plan,

you need to purchase with a different AdobeID, or if you want to contract with this AdobeID,

you need to consult with the sales team.
