Invisible Quicktime settings?

Any idea what these are meant to do?

Also, when you initially open the dialog, the first control you click makes the Quality/Resolution/Frame Rate controls re-arrange themselves into a different order (Framerate moves to the top)

Thank you for reporting this issue. You should find that this is fixed in the latest version of After Effects and After Effects (Beta).
