I am looking into this further I personally do not reproduce the bug you are seeing on Windows. From the menu styles, I am guessing this is Windows, is that correct?
I have tried starting with the the old skin and new skin, as well as with the lumetri panel open or closed on launch, as well as a single or 4 view setup.
Could you record a video of interacting with the panel, moving the timeline, etc as well as details on your system setup?

Thought I would just post with what I was able to experience and maybe it will help us narrow down the scenario on your side:
Win only: Odd redraw issue if you have the panel open, haven't created a comp, and then resize the panel. This causes the artifacts when making the panel larger as it doesn't do redraws. Only an issue in V7.
Win and Mac: Delayed draw until a nudge happens to the panel through interaction. I.e. once a comp is made and panel is open, clicking on the panel will cause the initial draw to happen. I experience this in both V5 and V7 both shipping non beta build and beta local builds. This happens if the panel is not open on launch. If the panel is open on launch of the application, it seems to behave without the nudge. This behavior is preexisting.
Your scenario: I am not able to reproduce the lack of drawing on Windows in v5 or v7 shipping non beta build or beta local build. Not able to reproduce whether the panel is open or closed on launch, open or closed on comp creation.
