AE 23.3 - limited previewing

After effects 23.3 still has previewing issues. Is it a Cache thing? is there an amount of data I need to allow? or is this still a problem that isn't resolved?

Either way, this has never been an issue I've experienced for the last 6 years of using AE professionally.
