Effects & Presets Panel Not Opening

 Everytime I click on the "effects and presets" panel i just get this rainbow circle of death!!! usually when i click on this panel a small window pops up loading my effects and presets so im not sure why this is happening. please help! i'm using after effects 2022 btw.

Try resetting the preferences of After Effects. Press Ctrl + Alt + Shift (Windows) or Command + Option + Shift (Mac OS) while launching After Effects to do that.
