Hello,
after a fresh installation with the creative cloud tool of after effects, i can't find the warp stabilizer:
My version:
I have the german language installed. Maybe it is called different in german?
Thank you in advance for help.
Best regards,
Kevin
Yes it does except in English. So it looks like you can access the Warp Stabilizer effect from the tracker panel. You should also be able to type Verkrümmungsstabilisierung into the effects and presets search window to apply the effect. 🙂

Please try opening the tracker window. In english version you'd go to window/tracker and see if there is a warp stabilizer button in the panel. On my system it's the upper right button in the tracker panel. It may have a different name for you.

Yes, there is the window "tracker" which has "Verkrümmungsstabilisierung", which does translate to warp stabilization. Does your warp stabilization window look like this?
