Hello dear Adobe community, here with you with another bug that'll not be solved again!
This problem is here with me for 3-4 months, whenever I change layout in Premiere Pro & After Effects, my cursor spams loading icon and I can't right click in both programs, and can't click at all in Premiere Pro. Now I want to look at Learn section, but I can't for some reason. No problem in default, when I change this happens. It just spams like its clicking, makes me unable to click, and doesnt shows Learning section for some reason.
I need to solve this. Just dont do it is not answer.
I can't see the right hand side of the AE application in the video (appears cropped out) but my guess is you're trying to go into a layout that has some other panel that's trying to load. Do you have any 3rd party panels installed?
Perhaps try starting up in Safe Mode (Preferences, Startup & Repair, Safe Mode) where your preferences will be temporarily reset and see if that helps.

I dont know why screen recorder did that but there is nothing to see there. By 3rd party panels if you mean Extensions, I have couple Extensions but they are very known among users.
PS: I just restarted After Effects with disabling 3rd party plugins, and it does the same thing still. Any advices?

It's very hard for us to debug a problem without seeing everything you have installed or the whole screen. This isn't a known issue, so something is clearly interferring with AE's regular panels rendering. You could also enable logging (Help -> Enable Logging) and then reproduce the problem. You can retrieve the log files from Help -> Reveal Log Files, and find the After Effects Log.txt file and post it back here.

Do i have to open a new post to post log files? There is no option to upload a file like that..

Was there a After Effects Log.txt file you could post up as well? The -last.txt file doesn't seem to contain much.
