After effects Crash on start up

Hey im sure several people have made post about this but ive had after effects for a while and have not had any problem with it until recently. for some reason it would just crash on start my old pc was pretty weak especially trying to run something as demanding as AE so i gave up after unsuccessful attempts to troubleshoot it. just last week i upgraded some stuff in my pc and decided "hey why dont i try my hand at some AE projects." but the crash still persist i uninstalled AE and reinstalled it and it still just refuses to work. i keep gettin this message:

 

"After effects error: crash in progress. last logged message was: <15764> <NGL><5> GetAMTData returned mErrorCode = NglStatusCode:401 workflow required"

 

 

my pc specs are as follows

cpu: Intel(R) Core(TM) i9-10850K CPU @ 3.60GHz 3.60 GHz

Ram: 32.0 GB

gpu: AMD XFX Speedster Qick319 7800xt Radeon 16 gb vram

Os: Windows 10 Pro
