I solved the problem for my case, it's a question of windows permissions, if you try to open AE as administrator it works.

Hi Greg32454980oq9f,
Sorry to hear about the crash.
Do you get the reporter when it crashes? What's the version of After Effects and your OS? Can you try running After Effects in Safe Mode?
Let us know how it goes.
Thanks,
Nishu

I have the exact same issue. Installed Photoshop and it worked perfectly fine. And as far as I know Photoshop is using Webview too. Repaired it, reinstalled After Effects, tried to start it in Safe Mode. Nothing worked so far.

I also have the same problem, if you try to open After effects on the icon it shows the error but if you open a saved project it works correctly.
I tried the safe mode, deactivating all the plug-ins and uninstalling and installing even older versions but the problem reoccurs every time when opening the new project. Photoshop, premiere pro, lightroom, bridge, work fine.

I am having the same issue - all other Adobe programs run fine. Interested in finding a solution to this ASAP.
Opening saved files from older versions of AE (22.0) seems to work? Strange
