I see the below error repeatedly when I open Adobe After Effects.

The image you attached is shown on AE startup after AE has crashed or not been closed cleanly. The Out of Memory would indicate you either don't have enough RAM on your system for the compositions you're trying to work on, or you've limited the amount of RAM that AE is able to use. Check Preferences -> Memory & Performance and make sure there is at least 12GBs of RAM available for AE to use.
