After Effects not previewing or rendering a decent speed, and it's not using the PC resources to do so.

on renders, neither CPU or GPU are being used at all, and the preview simply only plays a couple of seconds of the composition even at a low resolution!

Without any info about your system, preview settings, hardware acceleration settings, cache configuration and ultimately the contents of the project that is of no use to anyone. AE reverting to a short RAM preview could be perfectly normal based on the specs of your system and the settings. If you don't think that's the case, you have to be much more specific.
