Anchor & Position Point

You can see when Anchor Point moves Position  Point also takes different values. I assume Reference Points for both are different. Which is the location of the reference point for both.

 

Here I assume Reference Point mean the point (0, 0)

Posición 0,0 es el eje de coordenadas de las composiciones de After Effects, independientemente de dónde esté el valor de Anchor Point con respecto al elemento. Si cambias ese valor de Anchor Point con la herramienta Pan Behind vas a cambiar también el valor de Posición porque lo haces de manera manual y la Posición depende de dónde esté ubicado el valor de Anchor Point del elemento en la composción. Si solo quieres mover el valor de Anchor Point, debes hacerlo desde la propiedad es de transformación del layer, pero cuando lo hagas, el elemento se desplazará para no modificar la Posición.

The Position property is the location of the Anchor Point in comp space.

 

Layer transforms (scale, rotation, size) are all centered around the Anchor Point. 

 

Your sample video shows what happens when you use the Pan Behind tool to change that anchor point position without changing the location of the entire layer in the Composition. This is normal, expected, and useful. There is nothing wrong. There is no bug.
