Animating a character in a photo.....

Hello Everyone! Hope you guys are all doing well. I am kinda new to this animating and I have a really cool picture of a girl that is sitting down in a chair but I want her eyes to blink and maybe even her hair to move..which one of the apps would be best to create this motion graphic effect? I like characters or objects to move in a photo to give it a more realistic effect.

Spend about 40 or more hours learning how to use After Effects or any other similar compositing and effects app, and you will have enough of an understanding of the app, the workflow, and the UI to create the animation you describe. The process will involve multiple layers, masking, warping, creating the art for the closed eyes, and a bunch of patience. Compositing, Effects, 3D, and Animating apps are all complex and require a lot of practice to use well.

You might be able to find a recipe tutorial that will get you part way there, but one of the phone or tablet AI apps will probably do a pretty good job of automating the process if you are just goofing around.

Thank you, yes you are absolutely right, but can you tell me the name of the application?

For what you describe I would use Photoshop combined with After Effects.

Photoshop to separate the images into layer, create the cloased eyelid for the blink and probably cut out some hair for the movement.

Then After Effects to animate it all.
