Blur on layer being applied to all layers

I have applied a blur effect to a top layer of animation, a rain effect, and the effect is being applied to every layer below it. This happens with any effect. When I have applied effects to layers in the past, it has only affected that layer. What is happening?

Could you share a screenshot of what you see before and after you apply the blur effect? 

I'm trying to picture it in my mind but I'm not sure I'm getting it right. If you have a layer that makes it look like the animation has rain in it, and you're applying the blur just to the rain to make the drops have more movement, it could be that all of the visual space between each rain drop is getting blurred too. Does that sound correct?

If you toggle visibility using the "eye" icon on your rain layer, does the blur disappear with it?

I have one image here of the effect and the layer, and you can see it is blurring everything rather than just the top layer (rain).

You might want to try pre-composing the layer with the effects and see if that helps. Right click on layer name in the timeline and choose Pre-compose. I hope that this helps.

I thought that was a great idea and gave it a try but that kept the blur for all layers when I chose for "leave all attributes in the scene" and it disappeared entirely for "move all attributes into the new composition".

Looks like you're applying effects to an adjustment layer? In that case, it is expected that the effect applies to all the layers below it. If you generated rain on an adjustment layer, I'd suggest doing it on a Solid layer instead.

That worked. I reapplied it with all the constraints above from everyone, altogether,  and it worked. I really appreciate the help.
