Can an After Effects Motion file be exported as a template so video can be added in Final Cut Pro?

Or what is a better way to hand off an After Effects motion file when a video clip(s) is preferred to be added to complete the file in Final Cut Pro?

You can't. Whatever replacement you have in mind will have to be set up in FCP. All you get out of AE in this scenario is a flat video.
