Can I do a custom controlled pan and tilt video in AE?

Hi pros

I'm wondering if I can create a video in AE, that's larger than the canvas and where a user can pan and tilt, when watching it in the browser? Like this one: https://www.myswitzerland.com/en-ch/ On the first glimpe, it looks boring, but it's very impressiv. If anyone knows, how to approach this, I apperciate every hint:)

That would be the VR functions, but the interactivity still requires a player infrastructure that supports panning. This goes beyond just AE.
