Cannot Drag and Drop Effects, Presets or Re-Arrange Timeline on Adobe After Affects

Please help, I cannot drag and drop anything on Adobe AFter Effects. It randomly started occuring last night, and I have tried everything including unclicking "running as adminstrator"

1. What Version of After Effects are you using? Did you install a new version of After Effects which caused this to break? 

2. What Operating System are you using?

3. Can you please provide us with a screen recording demonstrating the issue?
