change 0 black pixels to a higher value

Is it possible to raise the brightness of black pixels in a comp that have a 0 value to a higher one, say .2 without changing the value of other pixels in the image? I have a CGI image where the hair reads 0,0,0 and I am trying to integrate it into a BG plate where the blackest black reads .2, .2, .2.

Try the levels control. Adjust Output Black.
