Color Controller Expression Disappeared

I'm building some After Dffects projects on both Mac and Win machines.  It seems that after closing and re-opening the Windows project (might've been a crash, can't recall) I can an alert that the "Color Control" effect was missing. I am using it in this project. Seems a bit baffling since this is built into AE. Before anyone suggests re-installing AE (which is not the solution I'm looking for) I would love if someone (perhaps someone from Adobe!) could explain this and how I can get this back.

Go to the Effect Menu, Manage Effects... See if it is in a disabled state. If so, re-enable it and restart AE.
