Control scale with alpha mask

I'm looking to control the scale of various objects (either natively or through a transform effect) using a gradient as an alpha mask. What kind of adjustment layer or expression setup will I need to accomplish this?

You can use Position Proximity where a layer's position is used to affect other layers that are within a set distance. Another option is to use the sampleImage Expression Method. This option allows you to use grayscale values from a layer to affect a property. The affected property may be within the same layer or any other layer.
