I cannot any open project. Need to know why always crash when start the after effect

The dialog you're showing is the result of a previous crash. There is no information in your post that might give us a clue as to what is going on. 

Did this just start happening? Did you install any virus scanners or new plugins or scripts or GPU drivers, etc. just before this starting to happen? 

What version of After Effects? Do older versions work?
