What I want I want to be able to do is be in premier pro > essential graphics and drag my graphic template on, which is an overlay for a webinar with text on top, the text is part of the essential properties and is editable. But during these webinars, I may need to change to a different overlay, the text would be in a different place too. What I need to therefore happen is a toggle/button or anything that allows me to basically toggle on a pre comp or several layers and enable another set of pre comp/layers.

Essentially multiple versions of one graphic inside one template?

You will want to structure/think of your layers in terms of groups. Then for each layer within a group, you link their Transform > Opacity to one of the Drop Menu Items/Selection. So, each Group of Layers references a specific Drop Menu Item - repeat for as many groups as you have and ensure the Number of Items in the Drop Menu corresponds with the Number of Groups you have.
