Do installed plugins affect performance speed?

I understand that if I use them in a project, they will affect the speed. What I'm interested in is if I install 10-20 plugins, will they affect the speed of work in Premiere, even if I don't use them?

Plugins add to the calculations required to render a frame if they are used. There is no render penalty if an effect is not applied to a layer in an After Effects comp or in a Premiere Pro sequence. They are just inert programs that sit on your computer's hard drive waiting to be used.
