does the sharpening tool help with getting HD Quality?

sometimes i feel like it does..when i am editing multipe clips i see the a big difference however with some clips the sharpening makes it look pixeled a bit.

Yes, of course it depends on the content of the clips and you need to tweak the settings for each one of them to get a consistent look. Just throwing on a uniform preset and cranking up values rarely ever works and can often have the adverse effect of a) "eating away" small details and b) increasing the number and intensity of compression artifacts.

Any specific advise would require to see the footage, but generally smaller is better. E.g. on the Unsharp Mask effect I use values smaller than one pixel and dial the amount down to 30 or 40 %. Insane values just won't work and generally unless you do some more specific processing, these simply sharpening filters can't save bad footage.
