Echo won't work with .png pictures!

Hello,
I am new to After Effects and I am trying to make a logo animation, but I am having problems...
Basically, the logo I have, is a .png file format picture and whenever I make the animation stuff, that works. But when I try to add 'Echo' there isn't no motion blur, does anyone have any idea why?

I have linked the .png file below and the screen I see.

Had to precompose WITHOUT the echo, select Move, and then add echo again.

Echo is a time distortion effect. It can be used on a video layer, text layer, shape layer or precomp (with animation inside ot it). It can show earlier or later (in time) versions of that layer.

To use it on an imported layer (like a png):

  1. Animate a layer
  2. Pre-Compose and choose "Move All Attributes"
  3.  Add echo to the new precomp layer in your main timeline.
  4.  Adjust the echo settings like Ehco Time, Number of Echos, & Decay (fade th eechos out)
