Hi,

I have a precomp of 20 milliseconds, which I need to increase the duration to 20 seconds, however I need to move the keyframes proportionately with the composition duration.

Any advice?

You can change the comp duration and then press U while not selecting any layers, select all your keyframes and alt + drag to the end of the comp.

While this won't work in all contexts, dropping this composition into another one (so it's now a precomp) and then using either Time Stretch or Time Remapping can get you the desired effect.
