I'm creating an essential graphic for a sidebar and I want to add a layer that turns part of the video black and white in premiere. I can do this in after effects with an adjustment layer but when I take it into premiere pro it doesn't do anything. Any suggestions?

I think we will need quite a bit more info to better understand what you are trying to do.
Turning part of a video black in white isn't too tough but even that depends on what part. For example, if you want the left half color and the right half black and white, an adjustment layer would work. But, if you mean, select parts OF the video that require some roto, more difficult.

The problem I'm having is getting a portion of a video in premiere pro to turn black and white using an essential graphic made in after effects. I'm turning a little less than half the video black and white (just were the sidebar is). If I add video to after effects it works. but as soon as I remove the video and export it to a .mogrt file and import it to premiere pro, the section that was selected with the adjustment layer doesn't turn black and white.

You need to remove the black and white adjustment in your AEP and create an Adjustment layer in Premiere Pro with a mask. Just apply Lumetri color to the adjustment layer and add a mask, then copy and paste it everywhere you want the effect. Adjustment layers do not translate to MOGRT's.

Okay, I was hoping to not have to do that because I create multiple of these in many different projects, which is why I wanted to create a standard so I could create it once and not have to worry about it again.

Save the Adjustment layer in a separate sequence so you always have it available. Save the Lumetri settings as a LUT so you can just browse for it.

I suggest you send in a Feature Request to the PremeireTeam to allow for Presets to save a MoGRT along with an Adjustment Layer and any effect selected, within the Adjustment Layer. This will allow for leeway when designing MoGRTs in AE and then furtherting its utility in PPro.
