Exporting short animation as a Live Photo

Is there a way to export an animation in adobe after effects as a live photo?

There isn't, but in the past I've seen mention of a number of desktop and mobile apps that can do this for you (sorry, I don't have any recommendations). I would export a video from After Effects, find a suitable app, then run your export through.
