When importing diagonal shapes from AI, I can find no way to scale correctly along the rotated axis. I can place it in a rotated null, and then scale the null, but I can find no other way. It would be ideal if there was a way to rotate the anchor point without rotating the shape, and then scale along the new rotated axis.

There are no rotation properties for Anchor Point, It's is the only position. There are also no rotation properties for scale, it's just width and height. Anchor Point position is based on layer size, scale is based on layer width and height. It works the same way in Illustrator, Photoshop, every other app I have ever used that has a version of an Anchor Point and scale. You would have to set up your artwork in Illustrator so that the side you want to scale from is horizontal or vertical.
I don't have time to check to see if you can group things in AI and have them remember the layer's rotation when imported, but that is the only option I can think of other than the transform effect or parenting.
