Flow is opening frames at middle or bottom of page

When I'm testing my site, It will open the next page at the bottom. How does this happen, and how do I fix it?

Not an AE question, I presume? And even then you have to provide a much better explanation of what you actually did there. You can't expect people to answer questions about a web site or whatever this is supposed to be without telling them how you created it, what code bits you used, what the layout is, how you are testing it.
