Trapcode Shine = easy. Anything else = a lot more work. 

If you have no other plug-ins and no budget you'll need to stack up a few effects. Pre-compose a text layer then duplicate the nested comp in the main comp and add CC Radial Blur and you can get something close. You won't have the perspective control you get with Trapcode Shine, but if you are clever you can get close. Don't forget the blend modes and a copy with a little blur on top to give you the outlines of the text layer.

I've tied the blur center together with a simple pickwhip generated expression.
