Did they remove the ability to create a mask for blur effects on the latest release? Before you could create a box or draw a mask for an applied effect.
If you are referring the the Effect Composite Options, that is still there. In the Timeline expand Effects > Gaussian Blur > Compositing Options (it shows below the Repeat Edge Pixel parameter).
If Gaussian Blur is applied to a Solid, setting a Mask Reference will not be obvious. Be sure to use it with a image or video that has some variation to it - like something photorealistic. If no Mask is applied, the Mask Referernce pop-up will show "None".

Thank you so much. I didn't realize it was Compositing Options and needed to click the plus sign to assign it to the mask.
