Glare or reflection removal on recorded video

Please help me figure out how to remove glare or reflection from a video I recorded on my dash camera.  It is reflection in the windshield.  I would like to remove the window post reflection on the left side, the windshield wipers reflection along the bottom and I would like to remove the two dots that are up in the sky.  I have downloade the free version of Adobe After Effect software.  I will gladly purchase the full version if this software can remove these items from the video.  I have searche high and low to find a video editor that will do these things.  I have attached a video that shows exactly what I am needing to have done.  I appreciate your assistance with this matter.  (Note: I tried to upload this same question, but as far as I could tell it did not upload my question, so here is my second try)

You can achieve this by taking a still frame of the windshield (when there is no reflection) and stretching it to the length of the video. The thing you wanna make sure is that it doesn't overlap any moving cars.
