Half-tone Matte/Transition Effect

Hi Everybody,

I've been trying to do something like a half tone or multiple shape matte transition for some time (Please see attached). I've tried using shape layer repeaters, but the scaling makes the shapes all squirrelly. It doesn't scale or space them easily at all. Is there a tutorial, plugin or reference that anybody knows where to approach this method? Would love having the ability to use this as a transition.
