HELP i cannot open the program

everytime i try to open after effects this message pops up (see picture)

it says i must have some problems with my preferences or plug-ins but the only way i can open after effects is by open the safe mode, in witch i cannot modify preferences nor plug-ins. what should i do? and more importantly, what did i do wrong?
