I've done a couple AE animations before but I'm still fairly new. I'm making a website about circularity and want an animation that resembles that and came across this one. Can anyone please help me what effect would this be? I attached an img below

Just in case you want to do this not with text, but with a graphic, then take a look at CC Sphere.  You can place your graphic into a precomp with the aspect ratio set so the height is half of the width.

Then, you can animate the rotation controls in CC Sphere to match the video you shared.  You'd need to stack layers to get the different "orbits" but it's all possible once you have the first one.
