how do i fix this issue right here? 

this is a video of hoodie mockup that is rotating, after i done put the designs and everything the front art show lines like this and when the vid is being played these line keeps moving all over the place only on the front art.. i think the problem is from the main art picture but i dont what to do to it exactly, its a high quality PNG picture and i tried lowering the resolution but still nothing happened..

 

i would appreciate some feedback on this

Well, "high quality PNG" is probably meaningless in this case. You still get aliasing/ Moiré because even the smartest interpolation algorithm can only do so much. That seems to be exactly the case here, even though your small strip image is practically useless to make an exact determination. however, if the PNG has a similar texture to the hoodie weave then this would be most definitely be the issue. So instead of trying to scale excessively large images in AE under the wrong assumption that this would do anything for quality the exact opposite may be true: Downsize the image to only what you really need in Photoshop and add subtle blurring here and there to reduce the artifacts. I'm sure if we actually saw the full image we could advise even more specifically instead of having to operate under vague assumptions...
