I’m trying to add 3D atmospheric light to an image, but the light isn’t moving. It stays fixed on the image. I’m planning to turn the image into a seamless loop. Could you help me figure this out?

Can you share a screenshot of your After Effects please?  It sounds like you are wanting to add a light and move it, but it's not lighting the scene, but is your scene a 2D image or a 3D model?

Yes, my scene is a 2D image. I want to add a light to the window and have the light move. For example, I added particles, and they are moving, and I saved it as a video. Thank you!
