Check the display options in the comp viewer's flyout menu and also check your hardware acceleration stuff. Even when it's disabled for processing, AE uses some accelerated UI drawing functions. Updating your graphics driver may also fix the problem.

I don't see a layer selected, in your video. Could you have missed this critical step? A layer must be selected in order to see its Anchor Point and edge boundary.
